Bow Locker - now used as diesel fuel tank for Bubble Corner Diesel Stove

Stove was installed in November, 2004 but the bow tank was never completed.
Though a filler cap and breather were fitted, the hinged lid was never sealed.
Can the locker be drained of fuel, the lid welded or otherwise sealed and pressure tested if required to comply with BSS requirements ?  If so, is the breather 'tall enough' ? and a diesel fuel spill guard rail is required around the filler - to steer spilled diesel OFF the boat.
Alternative 1, one or both side lockers could be removed and replaced with a stainless steel fuel tank(s).
A balance pipe would be required if TWO tanks are used.
Alternative 2, feed the stove from the main (stern) diesel tank.
This would require a long, wide bore, feed pipe and is NOT preferred !

The self-employed marine engineer who installed the stove & modified the locker has now moved from Blue Water Marina !!
